The Study Of Land Use Change And Intensive Land Utilization

When China is in the phase that economy fast growing, urbanization process accelerating, urban scale out spreading and construction land demand constantly rising, extensive land use increasingly pops out. It is necessary for China to lead intensive utilization in the condition of limited land resource and cultivated land. Guangzhou Economy Technology Development District (GETDD) is one of leading districts in China to reform their administration systems. And it has done good job in intensive land use. Now extension of its administration area gives it chances and challenges. It needs to intensify land use and control population density.Under the research background, this study would help to change the situation of extensive urban land use and improve land utilization efficiency in urbanization process. The contents, ideas and research methods of the study would enrich relevant theories and practices of land use science and provide a reference to similar researches in other regions to a certain extent.Theoretic base of the dissertation is based on the following two aspects: (1) the theories and ideas about land use change and intensive land utilization: i.e. land rent and land price theory, the idea about compact city and smart growth. (2) the theory of land property rights: i.e. land property rights system is the base of land system and transparent land property rights is the premise of land resource effectively use.In term of research methods, the study mostly adopts the method combined quantitative analysis with qualitative description. First, after expounding relevant basic theories, analyze land use change and land intensive use in the ideal market and in the face of system obstacle. Secondly, on the base of theory and practices, analyze existent system effect on land use change and land intensive utilization in the method of word, table and photo. Finally, through the method combined theory research with demonstration analysis, put forward relevant policy suggestion to GETDD intensive land utilization.The framework of this dissertation is under the guide line of finding problems, analyzing problems and resolving problems. The main contents of the study includes: (1) GETDD development actuality; (2) the relationship research on land use change and land intensive use; (3) land use change types and approaches affects on land intensive utilization; (4) relevant policy suggestions.The main conclusions are: (1) Rational land use and effective land resource distribution build on the base of market distribution and reasonable government regulation, i.e. definite property right and low exchange cost. The problem of intensive land use is seemed as a technology one, in fact an economy and system problem. (2) If the market chooses land distribution among different land uses, land use distributes in higher economic benefits than lower economic benefits. Land use change is the improvement method to come true intensive land utilization. (3) The key to improve land use degree is to rectify the system, lessen land transfer obstacles and reduce land transfer exchanging cost. Concretely including: confirm property rights, exert the basic effect of the market distribution, improve the method of land use planning controlling and perfect land administration system.
