Analysis On Implementation Mechanisms Of The Master Urban Planning Of ChenZhou

The significance of urban planning is its implementation, only through which, could intentions and contents of urban planning be achieved comprehensively and could urban planning be effective. However it is well-known that urban planning is difficult to be implemented. Since the open-door policy and economic reform were introduced in the end of the 1980's in China, effectiveness of master urban planning was seemed decreased accompanying with the shifting from planned economy to market economy. Both formulation and implementation of master urban planning faced with enormous challenge. It's urgent to reform implementation mechanisms for master urban planningThis paper makes a case study upon the situation in Chenzhou and analyzes the problems and the reasons thereof by detailed research and concrete practice from the viewpoint of city construction programming, economics, management science, as well as public policy study. The paper also compares the master planning of foreign and domestic cities and then puts forward an execution mechanism to improve the master urban planning of Chenzhou city.The first part of the mechanism presents a division of legal contents, political contents, and introductory contents. The design and approval of implementation mechanisms of the master urban planning are the basis for a successful realization.The second part locates the various contents to different realization bodies. The legal contents are in the charge of the city peoples' representative committee; the political contents are under the supervision of programming committee; and the introductory contents are to be designed by programming managing department. The scientific organization setup is necessary for the systematic backup of the implementation mechanisms of master urban planning.The third part makes it home that it is the social backup of implementation mechanisms of master urban planning to complete the current supervision mechanism, feedback mechanism, performance assessing mechanism, almsgiving mechanism, and economic backup mechanism. In addition, it is also important to construct a sound system of local codes and guiding policies.The fourth part is to compartmentalize the potency of governments on different levels and different departments, consummate government responsibility system, and propel the realization of implementation mechanisms of the master urban planning in a full range.
