Our military industry is faced with the competition deriving from national and international markets, whose relative advantages before have faded away gradually, for the continuous deepening of management system reformation of defense & science -technology industry. Whatso ages, competitions between enterprises, mainly are those of cost, quality and time all the time. Cost management becomes more and more important among the military industry management. In fact, cost management "don't know how" becomes the main choke point of the restricting the development of most of military industry enterprises. The cost management mode which can be fit for today's new economy circumstances should be designed so that cost management exert its efficacy in the competitions of enterprises.This thesis brings forword the system frame of cost engineering of research & decelopment institutes of aerospace(RDIA), on the background of the analysis of cost management's status quo of Institute 508 on behalf of RDIA, which is under the guidance of modern cost management theory, project management theory, industry engineering theory and on the purpose of improving the efficiency and effectiveness of engineering development of Institute 508, and is the guarantee of the demand of development of national economy and military affairs. Mainly, this thesis includes the following achievements:1. It introduces the idea of cost engineering, puts forward the theory system structure of cost engineering and the specific implementary solution, to link with the more and more complex status quo of engineering tasks of the research & decelopment projects of aerospace of Institute 508. System structure concretely includes 5-layer, such as aim layer, rule layer, method layer, solution layer, operation layer. Solution comprises supporting foundation, implementing process and keystone three parts.2. It builds up a set of cost management system & implementary process in the request of cost management of RDIA, in allusion to the status quo of cost management structure, system, stuff's cost consciousness of Institute 508 being unfit for aerospace-technology delelopment request.3. First it researchs and discusses in the cost control solution of cost engineering including organization measure, economy measure, technology measure, then illuminates that "value earning" is good for cost analysis&control according as case study, finally designs and analyzes the practice-affairs of cost control solution of Institute 508.4. According to the analysis of the key-cost-gene of WBS&CBS tool, value engineering pratice, labour cost budget, limitation design of engineering project and so on, it thinks out the strategy of solution of the key-cost-problem of Institute 508. After the research progeny appliying into Institute 508, the factual application effectiveness indicates that the cost engineering system from this thesis fairly figures out the morass of cost management of Institute 508, which improves the application efficiency of engineering outlay of Institute 508.
