The Current Conditions, Problems And Countermeasures On Environmental Management Of Rixin Industrial Zone

China is now in its period of rapid economic development which has laid great pressure on the ecological environment. The problem of environment is one of the most challenging problems china will confront with on its way of development in the future. As the most important component of the national economic development strategies, the industrial zones have attracted the most foreign investments with the most rapid economic increasing speed and have played important roles in the national economic development of China. The establishment and development of the industrial zones have achieved significant economic benefits by themselves and simultaneously stimulated the development of the whole Chinese economy. However, during the exploitation and construction of industrial zones, with the increasingly enlargement of the zone's gross economy, the maturity of urban functions and the augment of the consumption of resources and energy, it is unavoidable to aggravate the load of environment pollution and the degree of ecological destruction, and the ecological environment protection is facing greater and greater pressure. But the problem of ecological environment is definitely the most important factor influencing the progress of regional modernization which, if not resolved successfully, is to restrict the sustainable development of the zones. The major problems of ecological environment that will result from the development of industrial zones are: environmental pollution, the problem of resources and energy, the problem of ecological destruction and so on. The above-mentioned problems and the effect of their interaction will greatly restrain the construction and sustainable development of industrial zones. If these problems are not given appropriate solutions, they will destroy the ecological environment of the zones and their surrounding areas, degrade the quality of life of the native residents and also weaken the tendency of the regional sustainable development.As an industrial zone with two decades of development and construction, Rixin Industrial Zone has witnessed the collection of the previously mentioned environmental problems. The management commission of Rixin Industrial Zone has realized this point and decides to change the current situation by establishing state-level ecological demonstration zone, to develop cyclic economy and to take the way of sustainable development. However, to make this goal come true, there still exist some disadvantages after taking the mode of current administrative and environmental management into account. From the view of the management commission of Rixin Industrial Zone, the pattern of administrative management is regulated by the higher-level government and is not to be modified by the commission itself. Consequently, how to achieve this goal by improving the pattern and level of environmental management under the present administrative management pattern is the discussion focus of this paper.As the agency of the district government, Rixin Industrial Zone is provided with some government functions, and thus this paper intends to improve the environmental management of Rixin Industrial Zone by reorganizing the government. The reengineering of government mainly contains the reengineering of government orientation, government structural organization and government process. The reengineering of government orientation refers to specifying both the new role of government and the relationship between government, enterprises and the public. The reengineering of the government structural organization, i.e. the remolding of governmental structure, attempts to match the remolding organization of government departments with the change of the environment. And the government process reengineering means the legalization, rationalization and scientization and technicalization of the administrative process.
