The Cropland Conversion to Forest and Grassland (CCFG) is an unparalleled measure implemented by the state government to improve the environment and it refer to chang the unresonablel manner of land using, reduce water loss and soil erosion, improve the ecological environment, and achieve sustainable developing of Western China. However, what environment,economic and society effects the program will make, how the CCFG effect on the local farmer income and local economy, and how to establish and consummate the compensation policy, which is all the question we must keep close watch on.This paper systematically analyzed and studied the effect of the conversion of cropland to forest at Zhenglanqi and Duolun in Chifeng. The ecological, social, economic benefits of conversion of cropland to forest is researched. The results show that it can improve ecology environment, promote the speed of economy, and change the frame of indudsty. Through investigating the implement of CCFG in two of this town, it could make a conclusion that there are some problem exist at the projectregion, such as the pay is not changed with differrent plowland and woodland; the propaganda is not enough and make for some misconstrue; there have some distance between local farmer and technician; the lagging follow-up industrial development and so on. The problem will be effect the implement of CCFG. So, we supposed the advice to the problem, pay is changed with differrent plowland and woodland, constract the self fuction of development, the center of science and technology systerm shoud be the local farmer,change the economic structure, improve all kind of benifit when ensure ecological benifit.
