Reforestation Project is an important national policy to change the ecological environment of the western region. So far, the project has been implemented for several years, has been a certain influenced on the ecology and economy of the western region,how the project will also play a role in the follow-up, and how the project effect, as well as farmland compensation, these are our great concern.For instance of Gulang County Wuwei City, the article use environmental economical methods,such as the market value method, the cost of return method, opportunity cost method, shadow engineering method and other methods to evaluate the soil conservation benefit of the project in this district.The research results reveal that the total value of soil conservation adds up to8576million yuan(RMB)per annum,of which,8134million yuan is of holding nutrient,18million yuan of decreasing soil loss,and424million yuan of reducing reservoir silt.Different types of vegetation produce different environment benefits.The soil conservation value of each type is sorted:arbors,shrubs,grassland and economic forest.In addition, the article by adjusting the difference between the study of Wuwei City, Laguna County Reforestation condition, found the country’s farmland to compensate the role of economic and social development of the huge presence of non-continuity. Therefore, to establish a more rational, scientific compensation policy is urgently needed to resolve the matter. In view of this, according to the various environmental factors farmland areas, vegetation, social, economic and other factors,the paper use the application of external theory and resource value theory to give some advise to partitions compensation standards for ecological compensation policies.
