A Research To Construction And Development Of The Medical Security System In Rural Areas In Jilin Province

The medical security in rural areas is a very important part in the social security system of rural areas. The medical security system in rural areas in our country, from its establishment and popularization at the early period of 1iberation to the gliding over an extensive area and disintegretation after the reform of economy system and the enforcement of the contracted responsibility system with remuneration linked to output, experienced a process of rising and falling. The economy in China, after 26 years'of reform and opening, has come to a continuous and rapid development stage .However, the two basic economy structures which have existed for a long time, caused the two basic structures of medical security striking between cities and rural areas, seriously weakened the function of medical security in rural areas, and made social development in cities and rural areas in a state of imbalance, peasants becoming medical treatment group at their own expense without any security, whose health and living problems are increasingly striking. with the further advance of the reform of socialist market economy system, the health problem of peasants has become a very important factor which hinders the economic and social development in rural areas. As social welfare, medical security is a symbol and impetus of the increasing progress of human civilization, and investment of human resources which maintain the continuous development of economy. As the majority of lower income group in our country, peasants should not be excluded form the whole economic development process. In the distribution of medical and health resources, our government should guarantee the extensive availability to ensure the basic demand of medical and health care of all the people, especially the lower income group in order to improve the comprehensive national power of China and international competition power. The lack of health security in rural areas is becoming one of the crucial factors which restricts the continuous economic development and the construction of overall well-off society in our Jilin province—an important component of the old north-east industrial base. Therefore, the establishment and the improvement of the medical security system in rural areas in our province will be of positive and theoretical significance for promoting the overall coordinate development of economic society.Directed by the Marxist theory of social production and distribution, this paper takes references of the viewpoints and doctrines on social and medical securities by international and domestic scholars. It concludes the experiences in international medical security development. Based on this, the major problems existing in the reform of the medical security system in rural areas in China have been found out. The target mode of the medical security in rural areas matching with the China's national situation has been put forward in the light of reality. In the meantime, a preliminary exploration has been made on the basis of the mode and the ways of fund-raising, operation and management which could ensure the normal operation of the mode.In the paper attempts have been made to make some progress in theoretical exploration and practical guidance. The author proposes to establish a new type of rural cooperative medical security system of different levels and forms which mainly takes serious illness into account as a whole in order to reinforce the peasants'ability in resisting risksThe administrative department of health care in our country put forward"the establishment of a new-type rural cooperative medical security system which mainly takes serious illness into account as a whole"in 2002 and laid down corresponding regulations. The covering rate of new-type cooperative medical security system in rural areas should be raised form 23.5% to 80%,and new-type cooperative medical security system will have been established basically—This is put forward in the government work report—"The Eleventh Five"plan in the Tenth National People's Congress the fourth conference opened on March 5,2006.In the Tenth People's Congress and the fifth political consultation conference in March,2007 it was put forward that the covering rate of the cooperative medical security system in rural areas should reach 80%.Our government further gives impetus to the decision and power in carrying out the medical security system in rural areas. It's believed that the research will be of positive significance for the implementation on of the decision and realization of the plan target of the Eleventh Five.
