Evaluation On Medical Security Capability Of New-type Rural Cooperative Medical System From Perspective Of Farmers In Baoji Area

New-type of Rural Cooperative Medical-care System (NRCMS) is a basicmedical insurance system for Chinese rural residents. This system has made greatcontribution for reducing the medical burden for farmers since it started. It has solvedthe problem of that poverty caused due to illness and it was difficult and expensive forfarmers to hospitalizing, farmers’ medical-care situation has changed significantly. Atpresent, the NRCMS basically achieved full coverage of the rural population; ruralresidents can obtain more and more benefits and get access to share public medicalresource much easily. However, how can we know the results of the operation of thissystem? Objective evaluation of the effect of this system is the common concern ofthe whole society. The medical support capability for Farmers is an important aspectof the operating results for the evaluation of the system, and identifying the impact ofthe new rural cooperative medical insurance influencing factors. Furthermore, toexplore the problems that exist in the system is running on the sound of the new ruralcooperative operation mechanism, the sustainability of the development of the newrural cooperative of great significance.Based on the investigation of421farmers who participated the New-type ofRural Cooperative Medical-care System in Baoji city，this paper analyzed the statusquo of the operation of NRCMS，conducted a descriptive statistical analysis togetherby the farmers new agricultural support capabilities evaluation, and built index systemfor evaluating the medical capability of this system from farmers’ perspective, thesecurity capability level and whether it is moderate or not were measured. Then, thefuzzy comprehensive evaluation method was used to evaluate it. Finally, we usestructural equation modeling in order to find the influencing factors that impact thenew rural cooperative medical support capability, and relevant suggestions forpolicy-making were proposed. The content as follows:Chapter1, Introduction. The purpose and significance of the researchbackground were described, achievement of research work at home and abroad for medical security capability of NRCMS has been introduced.Chapter II, the new rural cooperative medical support capability evaluationtheory, the new rural cooperative medical support capability, the new ruralcooperative medical system concept and its characteristics were analyzed.Chapter III, based on the stakeholder theory to build a new rural cooperativemedical support capability evaluating system, using AHP, entropy method bothsubjective and objective method of combining the assignment calculation of the indexweight, steps of methods of calculating the index weight were introduced.Chapter IV, empirical analysis on medical security capability in Baoji area.described the new rural cooperative development status, a descriptive statisticalanalysis of survey data, the level of protection of the new agricultural co-measure and"moderate" test. The results showed that in Baoji new rural cooperative medicalsecurity moderate interval of2.72%to9%, annual data Baoji rural medical securitylevel from "low moderate" level of protection into the "moderate" level,2008datashow that moderate level, but the moderate level of9%of the maximum distance alsoa large gap.Chapter V, the impact of the factors of the new rural cooperative medicalsecurity capability were analyzed by structural equation modeling. Set up three latentvariables, the protection capacity of the designated medical institutions, the mostsignificant impact on the ability of the new rural cooperative medical insurance, thepath coefficients0.736. Medical equipment protection status, the technical level of thedoctors and technical personnel, the quality of medicines, the supervision of thegovernment health institutions, the agencies professional quality, fund managementand other aspects affecting the main factors of the new rural cooperative medicalsupport capabilities.Finally, based on the analysis of the previous section, the conclusion of the studyare summarized, and also put forward policy suggestions to further improve the newrural cooperative medical support capability.
