Along with the increase in the population of the aged,the burdens of old-age pension will naturally cause attention of the public. It calls for government to set up a powerful pension system to ensure that the elders get sufficient cares and the state is developing sustainably. In order to found a healthy society of"old raises"for old people.The paper has studied and analyzed the development of current old-age pension from the perspective of domestic and international situations. Based on the important region, the old industrial zone in Jilin province, the paper analyzes the present situations, problems and reasons of old-age pension and puts forward its new direction——corporate pension.This paper can be divided into 4 parts totally: According to the development of current old-age pension, the first chapter introduces the development of the current old-age pension in China from the early 1950s to now, and it effects on social progress. According to the reform scheme of old-age pension in Liaoning province, its reform scheme summarizes the experience from which Jilin province can learn. The practices from the advanced countries could be a good reference. The second chapter has studied the development status of old-age pension system in foreign countries and general situation of some typically advanced countries, such as America, Australia, France, Japan and Germany. From the overseas, the worldwide prevailing practice of life insurance is that public premium managed by state is decreasing while cooperate premium operated by market and monitored by state is increasing. Compared with that , the target replacement rate in our currently pension system is relatively high, while the proportion of corporate pension insurance is low. The overseas experience tells us that multiple layers of old-age pension system have more efficiency. The complexity of our social situation also calls for the establishment and improvement of multiple pension layers. The third Chapter in the thesis introduces the present old-age pension's situation of Jilin province. Now that current old-age pension breaks through the big barriers of"ten billion Yuan"in Jilin province, but its situation is still stern. Then it analyzes the existing problems and its reasons. Based on the above information and analysis, the fourth chapter in this thesis puts forward that the future direction of the old-age pension system is to vigorously facilitate corporation pension. On April 18, 2006, the Jilin province investigation of corporate pension which is the foundation of the introduction meeting of old-age pension's the administrative organization for collecting funds in Changchun, provincial capital of Jilin province. This signifies that Jilin province formally starts the system of corporate pension. As the favorable supplement of the base old-age pension and the"second pillar"of old-age pension system, corporate pension has wide development space, and with the aid of its many development in Jilin province and a series of effective measures, it will reach a reasonable old-age replacement proportion. Therefore, we will build up a happy, healthy life for elders and try our best to realize a harmonious society.
