The Study On The Construction Of Our National Basic Pension System

Continuous improvement of the pension system in our country is the key to solve the following problems: fragmentation of China's pension system,an aging population,urban-rural dualization,imbalance of national finance investment and so on,which is also the necessary step to promote the maturity of China's social security system,realize fairness and equality of the system and build a harmonious society.Lack of reasonable top-level design in China's pension system,the current pension policy has still focused on emergencies,which could only provide makeshift solutions.A pension system with long-term applicability has not been built.Therefore,the current pension system reform has not gotten very ideal effects.A series of problems have existed such as low safeguard level,poor payment incentive,high premium rate,great pressure of fund balance as well as difficulties in the preservation and appreciation of pension funds."Fragmentation" of the pension and insurance system is not only waste of lots of resources and unfavorable to form a unified labor market but also affects the social fairness and harmony.Now there isn't an appropriate standard for cohesion and translation among the current different kinds of pension systems in China.Based on the assumption of constructing the national basic pension system to improve China's research in this field,the thesis puts forward that China should introduce a basic,full-covered and universal-type pension system with fairness,equality and sustainability.The establishment of the national basic pension system can not only realize a fair and equal universal coverage of the system,but also solve the problem of cohesion among systems,and make the floating population guaranteed wherever they go.Thus this thesis has a certain practical research significance.In order to the smooth realization of the system,the central and local governments should have full cooperation.First of all,this thesis reviews the concept and related theories about the pension system,which is the basis of the followed discussion of constructing the national basic pension system.Secondly,through reviews of the evolution history of China's pension system and analysis on defects and deficiencies existed in the development of the system,the thesis puts forward the urgency,necessity and feasibility of the construction of our national basic pension system.Then,some enlightenment for constructing the national basic pension system is found based on the analysis of characteristics and experience of universal-type pension system abroad.Finally,the thesis detailed introduces the overall framework of the basic pension system in China and the guarantee of funds sources;At the same time,according to the international pension replacement rate level,the social average wage and consumption level and other factors,the thesis determines the scope of the basic pension replacement rate;some ideas on solving the cohesion problem between the current different kinds of pension systems are also given.
