The various risk factors are caused by the large investment and the difficult management and corresponding, so international civil engineering risk management has been a key element for the success or failure thereof.The Michael E Porter's value chain theory is very usefully for analyzing complicated industry chain of corporation penetratingly, and a exercise plant is provided for value chain theory by international civil engineering which value chain is complicated and participants are numerous. In this thesis, the value chain theory is melt into the traditional risk management theory produces a new concept of the value chain risk management, which provides a fire-new concept for the risk management of international civil engineering. In the case of the value chain risk management, the risk factors of international civil engineering are classified as indirect risk of vertical value chain, direct risk of vertical value chain and risk of inner value chain of works according to the source of risk which come from different value chain, and some reasons and advantages of classifying thereof are said in text. And then the technique of identification,analysis,assessment and management are introduced on the basis of different value chain of international civil engineering, and ICRG assessment system improved is used for the assessing the indirect risk of vertical value chain of works. Finally the alarm system and mechanism on the basis of frame of the risk management of international civil engineering are introduced simply, and dualistic risk management organization is suggested accordingly.The intention of the theory is establishing a dynamic system of risk identification,analysis,assessment,decision-making,exercise and inspecting and the organization and mechanism of risk management and risk alarm system corresponding on the basis of the value chain risk management.
