The period from the year 2006 to 2010 is the Eleventh Five-Year of china's economy, which is very crucial for Chinese people to build a well-off society in an all-round way. It's full of chances and challenges. The most challenge is the crisis of resources and environment. In order to grow sustainable, well and fast, China must change the mode of economy growth to recyclable which can solve the problems of resources and environment. With the recycling development setting, this paper addresses how to constitute zoology taxation system to protect the resources and environment. So it has important significance on both theory and practice.This paper studies the theory and policy of zoology taxation in the recycling economy. It includes six chapters. The first chapter is an introduction. In the first chapter, I point out the crisis of resources and environment, clarify the necessary and urgency of construction of the zoology taxation, review the works of foreigners and compatriots, and give the content and technical way of this paper. The second chapter is a review about the development of recycling economy in China. In this part, I point out the essential and roles of recycling economy, and gap between our country and developed country. I think it is very important to introduce the zoology taxation to boost the development of our recycling economy. The third chapter is a theoretical analysis on zoology taxation. In this part I compare the zoology taxation with the other environment protection instruments. The fourth chapter is a review on the international zoology taxation and its revelation. The fifth chapter is zoology taxation in China. In this part, I analyze the actuality and problems of our country. The sixth chapter addresses how to constitute zoology taxation system in China. In this part, the paper analyzes the taxation principle and international experience, then points out some advices and measures to construct and perfect our zoology taxation system. The final chapter is summary.
