Study On The Reforms Of Rural Land System Based On Recycling Economy Idea

But the current rural land system is facing the demand of the reform,the research on the rural land system reform becomes the focus that academy is being probed into. On the other hand,for a long time all countries are pursuing and exploring harmonious relationship between people and nature,rational patterns of development which utilize the natural resources and environmental capacities. The production of circulatory economy,provided a new dimension for it. Recycle economy means setting up the circulation mechanism utilizing natural resources fully in the human activity of production,bringing human activity of production into natural ecological environment to achieve double purposes which are development of economy and maintaining of natural ecological circulation. Recycle economy is a kind of new mode of economic development which make man entreat the earth kindly,it is a kind of ecological economy in essence. Circular economy,emphasizing on effectively utilizing resources and protecting environment,is shown as " resources -Products -Regenerated resources " style of economic increase,it aims at gaining the most economy and environment benefits by the least cost and realizing waste minimization,reclamation and innocuity in the process of production and consumption. All raw materials and energy can get the most reasonable use in the circulation in the economy whose procedure should go on constantly,thus control the impact on natural environment of the economic activity in the degree as little as possible,which is the economic reflection of sustainable development strategy.Regardless of driving population growth aspect,as well as protecting farmland and rural land circulation aspects,present countryside land system has negative effect on moderate land management,enabled the rural land system to deviate the direction. So it is an important subject of land macro-management to dispel the adverse effect in these respects of rural land system,it is the inevitable demand for agricultural development of our country.Recently,with the rapid development of economy and increase of population,the quicker step of the industrialization and urbanlization,the construction land is growing gradually,land utilization degree is in adjustment period,but the development of land reserving resource is limited in small amount,bad quality,large difficulty reclamation,fragile ecological environment as well as man-made wantonly embezzlement and so on,thus developing circular economy, reforming rural land system have become important methods of protecting cultivated land and realizing the farmland total dynamic balance. To realize the sustainable development of social economy,the land resources sustainable utiliztion is foundation,but to realize the land resource sustainable utiliztion,developing the circulation economy vigorously is the efficient way,improving land use environment,rising the land quality and the productive forces are the key aspects.This article firstly carries on the summary description of the circulation economic theory,then takes the rural land resources using present situation as the research foundation,discusses the restriction factors which exist to the rural land sustainable utiliztion of the present rural land system under the circulation economical idea,finally puts forward the countermeasures of the rural land system reform.
