The 21st century is the era of information economy. Software industry is playing an increasingly important role in national economy. The quality of software products has a direct influence to the reliability and security of economic information system. With the increase and refinement of software requirements of customers, software development activities have become increasingly complicated. The quality of software products is determined by many elements of the software development process, thus the improvement of software development quality has becoming a key for the software enterprises to survive in the intensely competitive economy environment. Software development is not only a technical work but also an economic work whose goal is to seek economic interests. The aim of the study is to analyze the critical factor which influence the software development quality, form a comprehensive evaluation system for software development quality and then research the economics of quality of software development. The thesis is organized as follows. Firstly, the paper reviews many empirical studies of software development quality and economics of quality. Secondly, the paper describes the software development factors through related research and investigation. Thirdly, an evaluation model on software development quality is formed. Lastly, the paper explores the economics of quality of software development. The main findings of this paper as follows. Identify software development quality evaluation indexes as the following 6 factors: cost, development cycle, characters of software products, staff, technical equipment and management. Do some quantitative measurement of software development quality evaluation indexes and make certain their weights. Set up a relationship model between software quality and the quality cost.
