Research On Changzhou Power Grid Dispatching Management Based On The Background Of The Electricity Market Reform

In 2006, the fact that East China electric energy transaction market and the provincial electric energy transaction markets in all provinces of East China were put into operation in succession represented that the three-rank electric power market in China had been established at a preliminary level and also represented the formation of the market pattern characterized .by the distinction of the electric factories and the electricity-supplying enterprises and on-grid price bidding.With the deepening of the electricity market reform, there are more and more research achievements on the operation pattern, competition pattern and transaction pattern of the regional and provincial electricity market, and at the same time, the research on grid dispatching management of the regional and provincial electricity market has been deepened. But in China there are no systemic research on the problems of grid dispatching management of regional grid dispatching departments resulted by the operation of electricity market. Based on the principle of "Unified dispatchandhierarchicalmanagement," the regional grid dispatching is an indispensable part of the current electricity market, and it is likely to become an important part of the market as a operation organization of distribution grid market. Therefore, the research about grid dispatching management should also been strengthened in order to adapt to the accelerated reform of the electricity market.Firstly, this paper introduces the basic theory of the electricity market and the course of the reform of the electricity market in China. Then completely, we analyze the actuality and problems of grid dispatching management of Changzhou power supply company in the environment of the reform of the electricity market. Based on the above analysis, we detailedly analyze the beneficial exploration on the filed of the organization and establishments of grid dispatching, the mechanism of grid's stability and security, dispatching on the principle of "just, fair and open", the management of regional plants, economic operation and automatization of dispatching etc. Lastly, according to the goal of the next reform which is the distinction of the transmission and distribution of power energy, we analyze the influence on the regional grid dispatching management and put up proposals and measures. We hope that this paper can promote the grid dispatching management of Changzhou power supply company, and it can also be used for reference for the reform of other regional grid dispatching management.
