This paper mainly analyzed the fourth issue related to rural areas in China and sustainable development of Chinese silk industry. The fourth issue is about rural workers on the basis of the issues concerning agriculture, countryside and farmers. The study was through integrateing theory with practice, however, practice examples had been taken as dominant factors in this paper. Firstly, we analyzed the historical process and the current circumstances of Chinese sericultural industry. And we compared China with other primary sericultural countries in three aspects, namely, the production of mulberry cocoon, the area of mulberry field and the cost of sericultural industry in order to prove that China has stronger advantage in the sericultrual production. Next we studied the fourth issue concerning rural workers brought by farm laborers looking for urban employment on the basis of farm laborers'current circumstances. In this part, we used the Model of Dualistic Economics put forward by Arthur Lewis to analyze the types and the effects of farm laborers looking for urban employment. Then we analyzed the sericultural development of Jiangsu province, Zhejiang province and Guangxi Zhuang Autonomous Region. The first two provinces locate on the east developed region and the latter locates on the west undeveloped region. So these three regions are representative. Finally, we got some ways to make Chinese silk industry develop sustainly. The ways were paying more attention to the construction of new and old sericultural production regions that is the reformation of old sericultural production regions and the exploitation of new ones in order to make up the shortage of old sericultural production regions, making great efforts for technological innovation that is developing some skills to save labors with a focus on for the sake of improving the economical benefit of sericultural industry and taking full advantage of the current scientific skill, genetic engineering, to upgrade silkworm's variety, and carrying out the process of Mulberry Transfer from the East to the West Project. And combining with the rural construction to develop Chinese silk industry sustainly.
