The organizational culture is the total of common consciousness concept of value, behavior norms and standards that all the members followed. It plays a very important role in all aspects of the corporate management. It has the strong mental state to stir up and inspire the dint and energies to lure the dint. In the same time, organizational culture is widespread between the business enterprise community, while supporting and predominating all members within business enterprises, guiding them toward the decided target to struggle.Organizational learning is a necessary organization behavior in the business enterprise management. It organizes the knowledge property availably and shares the knowledge technique, so that to make business enterprise acquire new and special knowledge, and reply the competition market environment of the fast variety. In the market competition of the vehemence, that only have the more quick or more valid learning capability than the rival, then it can become the winner within the market competition.The point of departure of this thesis begins from the culture disabilities in the organizational learning process for the enterprise. The study adopts the methods in combine of theories and empirical study .It is to say that to put forward the originality hypothesis between organizational culture and learning capability from the theories, and to validate the correctness of them in the business enterprise through the empirical method. First, the text discussed the background of the research and the meaning of the researches, and points out that the organizational culture is a very important part of the strategic competitive advantage for enterprise, and it is also an importance influence contents for organizational learning process. Second, in the basic of the literature overview of organizational culture and learning capability, form the point of learning disabilities, elaborate the influence of organizational culture on learning capability. Third, design the questionnaire of organizational culture andlearning capability. Four, deal with the data and analysis the influence of organizational culture on learning capability.Through the study, we find that the "Flexibility and External Focus" make the learning disabilities small; "Stability and Internal Focus" make the make the learning disabilities heavy contrarily.
