High-tech Parks are a kind of special economic phenomenon, their fast development has drawn great attention to China. High-tech Parks play important roles in the process of economy construction, especially the "Zhongguancun" High-tech Park, which is one of the most important High-tech Parks in China.Because China entered WTO, High-tech Parks meet many international challenges. For the purpose of maintaining the competitive advantage of High-tech Parks, ministry of Science and Technology of the People's Republic of China advanced the re-creation of High-tech Parks. To meet the need of the High-tech Parks' re-creation, the purpose of this thesis is to use complex adaptive system (CAS) and relevant theories to study managerial characteristics and successful managerial modes of High-tech Parks.This paper uses the method that combining theories analysis and demonstration analysis and analyzes the development modes and the development laws of High-tech Parks. From the viewpoint of CAS and the lifecycle theories, analyzes the lifecycle and the characteristics of each stage of Haidian park. Currently, High-tech Parks are placing in "re-creation" to promote the period completely, the government should draw up the effective policy according to the stage characteristics of High-tech Parks to promote High-tech Parks running into spiral rising stage.This paper is divided into 5 chapters as follows:Chapter 1: Based on expression of relevant concepts, epitomizes the developing modes and courses during development of China and overseas. Meanwhile, it reviews the theories of "complexity science theories", " relevant theories to High-tech Parks " and "the lifecycle theories", which make a full preparation for following analysis. Chapter 2: In this part the thesis introduces the industry clusters of High-tech Parks and points out that High-tech Parks have characteristics of CAS, laying stress on discussing the openness, complexity and adaptabilities of High-tech Parks.Chapter 3: Based on CAS analyzes the creation, growing up, mature, and dying of High-tech Parks. It is concluded that High-tech Parks have the mechanism of life continuing, it can develop with the spiral rising.Chapter 4: Based on the relevant theories of lifecycle, analyzes the objective existance of the lifecycle of High-tech Parks. Then analyzes the general pattern of lifecycle of High-tech Parks and gives out a High-tech Parks' lifecycle matrix model.Chapter 5: In this part the thesis carries on demonstration analysis to Haidian Park and Xinzhu Park and compares the stage characteristics with the two parks. Based on these studies, discusses current development problems of Haidian Park and gives some suggestions for it.
