With the rapid development of global economy, the seaborne freight volumes in theworldwide increase gradually. Ports, as joints of water and dry land, take an important role inthe city transportation network and the city economy. The ports economy has become animportant part of the city economy or zone economy and ports are interactional with cityeconomy, as exemplified by developed port cities. Recognizing the port-city economy systemcorrectly has essential and strategic meaning for the lay-out of ports and the citytransportation network so as to accelerate the development of the region economy. However,it's really variational as to the inner factors of the port-city economy system due to itscomplexity. Recent studies on the port-city economy system have only explained it in theoryor static computation terms, lacking of dynamic analogies.To solve the typical problems on the port-city economy system in recent studies, theresolvent is extracted and then the dynamic model of the port-city economy system on thebasis of system dynamics is established. First, the common factors in the port-city economicare chosen by expert consultation, and then the dynamic model on the basis of systemdynamics is established. In order to apply the model to the city of Dalian, all factors ofport-city economy system are quantified, and the problem of small sample is resolved toestablish the time-dynamic system model of the port economy system based on theory ofradial basis function. After training and revising it by record data, the model can be used toanalyze the sensitivity of each factor of the port-city system and to find major factors ofDalian port-city economy system quantificationally. At the end, the major parameters ofdynamic economy system model are confirmed and system dynamic model that can respondcharacteristic of Dalian is established. Basis simulation and policy simulation are carried outfor Dalian's economy system. Conclusions are got by analyzing the simulation results whichcan support the later analysis and study of port-city economy.
