The region of East China Sea is one of the most flourishing areas in regard of marineeconomy in China due to its unique resources superiority and geographic superiority. In recentyears, the sustained and rapid development of marine economy in East China Sea area has madethe marine economy the mainstay of national economy in costal provinces. The value of the seahas surpassed the boundary of traditional fishing and navigation and it extends to the area ofmilitary, politics, economy, culture and way of life. To work out a good plan for the sea resourcesexploitation has been the concurrence of the mankind. However, due to the sea is physically arunning water body and is characterized by flowability, tri-dimension, co-identity. In addition, thesea can fulfill various needs in different fields and the marine resources itself is a huge gathering, which makes the sea the foundation for the development of many industries and theimplementation of various usage of marine resources. Many interests groups, including centralgovernment, local governments, related enterprise, non-profit organizations and individuals enterinto the marine industry. They explore sea resources in the same area by different means and allhave complicated background, which leads to various contradiction and conflict and the publicissues of resources exhaustion and environment pollution in the East China Sea region. And theseproblems may as well cast negative influence on the sustainable development of the marineeconomy.How to solve these public issues should be on the top of the government working list toensure the heath development of the marine economy, for this is the key part not only for thesustainable development of the East China Sea but also for the development and management ofmarine industry in other areas. This thesis is based on the theory of regional public management tostudy the real public issues of marine development in East China Sea by means of quantitative andqualitative analyses.(i.e.literature search, investigation and study, data analyses). The thesis alsostudies the functions of different controlling bodies in their working processes and the true pictureof their role performance to further analyze the root of these issues. Basing on the analyses, according to the legal status and behavioral competence of differing controlling bodies, the authorraises the proposal of setting up a comprehensive coordination organization in East China Sea area, strengthening the cooperation among government departments, bettering public participationmechanism and establishing a carrier or platform for regional cooperation. Besides, the authorgives some suggestions and ways on how to solve these issues. Other sea areas which come acrossthe similar issues may take this as reference.
