On The Change Of East Asian Regional Economic Mode Of Supply Of Public Goods

International public goods and regional public goods, which according to the deeply study of the foreign and internal scholars is getting an important theory tool on the research of international problems. It's not difficult to discover that both of them include the identical elements which are provider, contents, manners and principle of public goods, all of the elements are the key ones to International and regional public goods. We can say that the integration of the four elements can be considered to be the mode of providing regional public goods if they remain steady in the in process of providing regional public goods. On the basis of viewpoints mentioned above, I attempt to establish a theory framework on the providing mode of regional economic public goods, which will support my research.This thesis is going to have a research on the supplying pattern of regional economic public goods of East Asia with the theory guidance. My standpoints are as followed, the supplying pattern of regional economic public goods of East Asia is the one which is provided by the great powers of the U.S and Japan since the 1960s. The U. S supplied the public goods of financial stability, economic assistance, the mechanism of free trade and investment etc. to the countries in East Asia through International Monetary Fund (IMF), World Trade Organization (WTO) and APEC (Asia-Pacific Economic Cooperation); Japan, which is regarded as the "Head Goose" provided capital, technology, and industry transformation according to the development style of "Geese Flying Pattern". The pattern of regional economic public goods of East Asia is confronted with grand challenge, which revealed in the financial crisis of East Asia in 1997, with the increasingly strengthen of economic integration. The countries need to change the passive providing mode and have a new pattern which supplied through cooperation of the countries in East Asia. In recent years, the development of free trade area between the countries of East Asia is growing rapidly, which provide a good chance to the transformation of regional economic public goods in East Asia. China and ASEAN have established the mechanism of trade, investment, and financial etc. within the platform of free trade area, via negotiation and cooperation to achieve the providing of cooperation. This is a new providing mode which can be used as the example of in East Asia.In the future, the new providing mode of regional economic public goods in East Asia is as followed, the provider can be divided into two stages, both of which are the cooperation between the East Asia countries and the U. S, and the countries in East Asia; the providing contents include the comprehensive economic cooperation mechanism of trade, invest, infrastructure and finance; the providing manner is from easy one to difficult one, from the cooperation between countries to the cooperation among countries in the region; the principle is followed as gradualism, utilitarianism, equality and mutual benefit.
