The Sustainable Foreign Trade Development Strategy Research Of Shandong Province Based On Emergy Analysis

The enhancement of productivity and advancement of science and technology has brought rapid socio-economic development. it also triggered a series of serious environmental issues, such as energy, resources, population, pollution problems and so on. These global problems have forced people to re-examine and adjust the relationship between man and nature. There is growing recognition that the economic development is not the only indicator to measure social development. The development of economy, society and environment should coordinate with each other ----- that is sustainable development.In the late 1980's American famous system ecologist H.T. Odum developed the new scientific concept and the measure standard--emergy. He also established energy theory and analysis methods. Emergy analysis theory introduced a brand-new concept and the measure standard -- emergy. Emergy. is different from the energy, its definition may indicate as " some kind of flowing or storing energy contains some other type of energy—usually solar energy .the quantity of solar energy is called solar emergy. Using emergy analysis theory and methods, on the one hand, people can overcome the flaw of taking the currency as the unit of measurement, they can unify natural systems and human and socio-economic systems to evaluate. On the other hand people may carry on the addition and subtraction computation to various types of energy, which make it possible to measure the human society and the natural system.Using Odom's emergy analysis theory, in profits from the domestic and foreign experts' study based on the ecological and economic system, the article has conducted a detailed, in-depth analysis to the energy index system of ecological and economic systems of the various subsystems of Shandong Province. Shandong's ecological and economic system has marked characteristic: its resources are self-sufficient. Namely, its own resources can meet the application needs of the sustainable and rapid development. But on the other hand, because of excessive reliance on its ow resources, economic development brought great pressure on the environment which has formed the situation of over-exploitation of resources. Shandong Province natural ecosystem worsens and environment overloads. With the accelerated pace of economic development in Shandong Province, the science and technology, the information degree promote unceasingly .However, the irrational structure of import and export emergy, which is hidden behind the rapid growth in the overall economy, should not be overlooked .the irrational structure of import and export emergy, reflects to some extent the economy and industrial structure in Shandong Province is irrational. Simultaneously we may see that along with the rapid economic development in Shandong Province, people's living standards have continued to improve and the whole city science and technology has enhanced unceasingly, but average value is lower than the developed country.Based on emergy analysis, the article conducts the evaluation of a system of indicators for sustainable development in Shandong Province. This system appraises the overall economy level of development by emergy /money ratio; it appraises the environment influence to people's living standard; by gross import and export emergy, emergy self-sufficiency ratio and emergy per person; and it measures a country's foreign trade situation by ratio of emergy benefit of purchase. Meanwhile, the article puts out some policy proposals aimed at the shortcomings and deficiencies of sustainable development in Shandong Province. The energy system of indicators for sustainable development of Shandong Province is of great theoretical and practical significance. In a certain sense, the discussion of emergy analysis theory provides a new perspective and theoretical platform to the sustainable development in Shandong. Meanwhile, the theory has a strong operational reality, it can unifies the government's macroeconomic policies and market microscopic behavior On one hand, the policy instructs the market , on the other hand, the market tests the scientific degree of policy In addition, the important significance of this article also lies in that it embodied the "scientific concept of development" it complements with the goal of developing of Shandong Province, and it provides the valuable reference for the realization of this goal smoothly.
