Research On The Effect Of Sea-farming To Increase Of Fisherman's Income

In the 4th Plenary Session of the 16th Party Central Committee, it is proposed that the socialist harmonious society should be constructed. The fisherman's income has become a hot topic which is greatly concerned by the central government and the relevant department as well as experts in the theorist field. Some children living in the fishermen's families have to quit school because of poverty. More fishermen are caught by the conflict that which way they should choose, to consist or to give up. They are waiting for the outlet. Whether fisherman's income could increase fast and steadily concerns the enthusiasm, which decides indirectly if the fishery production could develop continuously, influences the social stability, and concerns the setting-up of the harmonious society. Thus it attracts great attention of all walks of life.Reviewing the change of the fisherman's income in our country, it can be generally divided into two big periods. It can be easily noticed that the income of this kind of people has always been low and in fact it never grows fast. Furthermore the income gap between the fisherman and urban residents is expanding too.This article sums up the characteristic of the sea-farming and the stages of sea-farming, and analyzes the area and output of sea-farming in coastal areas that has a gifted geographical advantage for developing the ses-farming. Comparatively speaking, cultivation scale of the sea water in Tianjin, Shanghai, Hainan is very limited. The cultured area and output of sea water of Guangxi, Jiangsu andHebei are not very outstanding either, but that of Shandong, Liaoning, Guangdong, Fujian and Zhejiang come out to top in the nation in all these years. Thus while explaining the sea water cultivates impact on fisherman's income in the third part of this text, I select the typical examples of these 5 more representative provinces to explain the point.There are many factors that influence the increase of the fisherman's income. This article aims to study the two important factors that influence the fisherman's income, sea-farming and sea-fishing. As regard to sea-fishing, more than 90 areas of coastal waters in our country in fact has little resources to use at present, and far sea-fishing area dwindles greatly. In the mean time, sea-farming grows excessively, and the benefit is large. And it maintains high speed of growth in the recent years. In order to have a better understanding of the changing trend of the main factors of fisherman's income, the linear regression model is used for analyzing the sea-farming impact on fisherman's income.On the one hand, the sea-farming has increased fisherman's income effectively; on the other hand it also brings economic loss to fisherman. The sea-farming plays a great role in remedying marine fishery resources, especially in solving questions of fisherman's employment etc.. It brings enormous economic benefits and social benefit, and plays a very important role in increasing the fisherman's income steadily and continuously. However Because of the influence of natural and man-made calamities in the sea-farming, it brings heavy economic losses to fisherman at the same time, leading to the loss of the fisherman's income.The development of sea-farming obtains amazing achievement, and arises fisherman's income level enormously. However, in its developing process, the problem in technical aspect, security aspect, biology aspect, and environment aspect causes the fishery aquatic environment to become worsen, cultivate pollution to intensify, and cultivate variety to degeneration. These problems bring more and more economic loss to fisherman.Experience and lessons from Taiwan of our country and overseas can help sea-farming of our country to make considerable progress, thus to make fisherman's income increased continually and steadily. Through analyzing the sea-farming experience of Taiwan Province, South Korea, and Norway ,our country could develop sea-farming and get fisherman's income increased by the follows ways: strengthening intensive management, advancing industrialization management, establishing the system of service guarantee, strengthening professional technical training and controlling measures to perfect science,etc..Only when the sea-farming realizes sustainable development, fisherman's income could be increased continually and steadily. This article embarks from the adjustment of ecological structure and the enhancement of management level, and then proposes some improvement measures and countermeasures about the sustainable development of sea-farming. It also puts forward the sustainable development countermeasure about the increase of fishmen income, from the control of environmental pollution, to the adjustment of ecological structure and the enhancement management level.
