Deepen Reform Of Government Investment System In China

Government investment is important governments' methods to realize their functions, and play indispensable roles in economy development and social stability in our country. At this moment, government investment system in our country hasn't been perfect. For example, unreasonable ranges of government investments, shortage sources of funds and limits of authority between central and local governments. Besides, management of government investment projects is not effective, and the operating of government investment system is confusing. All of these suggest that government investment system need deeply reform.This article has researched on range of government investment, sources of capital and management of government investment projects. My article raises target for reform of government investment system reference to "Decision about system of investment reform made by the State Council". In future reform, we will set reasonable range of government investment and separate central government investment ranges from local governments, improve policy-decision system of government investment projects, standardize management of government investment funds, strengthen management of government investment projects and change the way of operating, perfect government investment supervisory mechanism.To meet the target, we must overcome some obstacles. As we all know, government investment company is a successful method to operate government investment. In China, corporate governance of government investment company isn't perfect. Substitute construct manner is on the way. The behavior of governments' investment is out of restraint. Laws on government investments are deficient. Some measures about these are presented in this article to perfect government investment system. And in this course, an example about soil settle in Chengdu is used to explain operation of government investment projects.
