Study On The Regulation System Of Government Investment Projects In China

So far the government investment is not only a question of the government function, but also is a resource allocation problem, concerning the overall situation of economic and social development. How to scientific outlook on development as guidance, and profits from the domestic and foreign mature experience, deepen the reform of investment system, promote the innovation of system and mechanism, to construct the supervision system of government investment project is the requirement of the market economy, strengthen the supervision of government investment projects, to improve the economic, social, ecological benefit of government investment, has been the government’s leadership, experts and scholars and the community attaches great importance and concern.This paper uses the relevant theories of domestic and foreign government investment projects, starting from the understanding of China’s government investment projects supervision mode and the process status, the current our country government investment project supervision problems were analyzed, using advanced experiences of project supervision in developed countries, put forward the following views and arguments.1.at present our country government investment project has process supervision is not comprehensive, the supervision system is not smooth, legal system is not perfect, the social supervision mechanism is not perfect, the supervision of government investment projects play a real effect, which affects the actual benefits of the project.2.the whole process of the developed countries in the supervision of government investment projects in the aspects of a sound system of laws and regulations, the full range of multi subject supervision system and covering project worthy of our reference in the practice of supervision of government investment projects.The conclusion of this paper is to further improve the supervision system of government investment projects in China, should be in the legal construction, organization, government investment mechanism, supervision by public opinion, supervision and evaluation system six aspects to take new measures to improve.
