Resettlers is one of significant social phenomena which were caused by the construction of hydropower stations. The more resettlers came out, the more hydropower station began to be built. The slogan of "base on the people, harmonious social" asks the migration to be more scientific and humanistic. The incentive theory will be applied in the migration. More advice will be given to the migration institution. The noneconomic factors will be concentrated on because that the economic standards of compensating and supporting are regulated by government.The incentive theory, general migration theory, psychics of resettlers, social exchange theory is the basis of this research. Four incentive factors including Trust, commitment, satisfaction, communication and two negative behaviors including opportunistic behavior, conflict will be researched. Different resettlers have different attitude to the migration. The effect on the relation between incentive and negative behavior from the individual characters will be regarded. The individual characters include gender, age, education back ground and race.Based on the SEM and regression analysis, three mainly conclusions are summarized through the study: (1) Commitment, trust, satisfaction, communication have a positive effect on the incentive degree. (2) Incentive degree has a negative effect on the negative behavior of resettlers. (3) Individual characters of resettlers have significant effects on the relation between promotion and negative behavior. Men will receive more effect on the relation between incentive and opportunistic behavior and conflict than women. It is more difficult that People who have more education receive the incentive from government.At the end of this thesis, several policy suggestions are given for the migration institution based on the analysis results such as strengthening communication with resettlers, paying more attention to the incentive and establishing better private relation with resettlers. More efforts should be made to women and people who have received more education.
