The recent years have witnessed the trend of international industry transition into our country, which will last for a long time with the ever-deepening globalization and international labor-division&labor-cooperation, especially with the ever-increasing Chinese economy. In 2002, our country, instead of America, has been the largest FDI influx country in the world.Meanwhile, the hi-tech industrial cluster in china, based on preferential policies, the high technology Innovation Ability and low business operation cost, have become the priority for FDI. FDI also promote Chinese hi-tech industry clusters coming into being and developing further. FDI is closely linked with ups and downs of hi-tech industrial cluster. However, allocation of FDI in the hi-tech industrial cluster is unbalance, and it shows obvious geography conglomeration. Seen from the region, FDI mainly flowed to east area of china. In 2005, FDI that the hi-tech industrial cluster in west area had been attracted was only 8.95% of the total. The development of hi-tech industrial cluster in west area depends on the attraction and utilization of FDI to some extant.This paper was written under the above background. According to the theories of Foreign Trade and Industrial Economics, the paper deeply analyzed the relationship between importing foreign direct investment and development of the hi-tech industrial cluster, through the survey of current status, the developing trend and the issues of the attraction and utilization of FDI in the hi-tech industrial cluster of west area. At last the author proposed the basic strategy and policy for west hi-tech industrial cluster to attract FDI.
