The Influence Evaluation Of Land Banking System On Social Economy From The Perspective Of Harmonious Society

This thesis takes"setting up land banking system in the harmonious society"as the target, beginning with the requirement that the harmonious society advances to the land banking system , studies how to evaluate the influence that land banking system brought forward to the social and economy development, and reconsiders the system. This theme not only has the theories value, but also has realistic meaning.Firstly, the thesis analyzes the request that harmonious society brought to the land banking system and the evaluation principle that land banking system affects to the social economy.Then, with the method of system analysis, harmonious society requires the evaluation of land banking system in three layers. They are whether to carry out the development of the city economy, whether to carry out the reasonable installation of the land resources, and whether to be good for the equity in generation.Next, the thesis collects the related data, carries on the evaluation from three above aspects with empirical analysis. It reveals that the fiscal revenue has been increased and the infrastructure has been promoted, the city's investment environment has been improved since the land banking system established in Wuhan City. At the same time, the real property of the old industry has been flowed. The valid implement of the city planning, the improvement of the residents' life quality and the intensive usage of land are guaranteed to some extent. Besides the advantages there still exists certain distance between the effect of land banking system on social economy in Wuhan City and the target of the harmonized society, that is the land price raises blindly which is disadvantage for the economic health development, the building cost growth which is not good to carry out the target that"the one who reside has his house", the proportion of industry land is high and public facilities land comparatively low. Finally, according to the deficiency above, the thesis put forward some suggestion to mend land banking system, for example, innovating the way of land supply,building up the fund of the land to guarantee reasonable usage of the income of the land,paying attention to the implement result of the policy measure and establish evaluation mechanism etc.,which are helpful to achieve the target of the harmonized society.
