Economic growth, urbanization, resulting in increased demand for land forconstruction. In this process of development, there has been a series of urban problemsand land use issues. Such as environmental degradation, traffic congestion, the use oflower efficiency and so on. These problems,in turn, affect the process of economicdevelopment and urbanization. According to the system theory, structure determinesfunction, function is the performance of the external structure of the state. Therefore, it isnecessary to optimize the structure of land use for an area to make land use systemsplaying an optimal functionality. Resilient City is a new point of view and the only optionfor the future development of the city, some scholars believe that, through land useplanning to improve the city’s resilience is the most promising way to build resilient cities.Thus, building resilient cities and land use structure optimization are inextricably linked.Wuhan located in the hinterland central of China, which is the only sub-provincialcity of six central provinces, which have strong power of development. Therefore, thisarticle selects Wuhan City as study area, combined with the domestic and internationaltheory of Resilient city, referenced to the related general evaluation index system of thecity research results, try to establish a resilient city evaluation index system andevaluation methods, then analysis the resilient status of Wuhan urban of timesequences. On this basis, combined with the development strategy of general land useplanning(2006—2020year), then according to the analysis concluded, building land usestructure optimization model,apply programming procedures on the Wuhan land usestructure to meet the needs of the city’s future development.The results showed that: in2010year, Wuhan city resilient index was0.7409, whichremains at a low level, there is great room for adjustment for land use structure in Wuhan;after optimization of land use structure, agricultural land, construction land, and forestarea has a different degree of increase, but water and unused land decreased, the overallland utilization efficiency has risen. All above approved that the optimization program inline with the actual situation of Wuhan city, the prioritization scheme is feasible.
