The government procurement is the government expenditure's main constituent, reducing the administrative cost, enhancing the purchase efficiency is the public administration's center pursue goal. The tradition method of evaluating bid is random, it can be easily influenced by the personal opinion, and it violates the government fair essence. In the beginning, the author studies the bid reality in our country and points out some shortages. After that, this article links the characteristic of government procurement tender, study the indexes setting of the evaluation, the appraisal indexes system, the qualifications prejudication problem and so on. The author proposes the tentative plan of establishing the government procurement appraisal index storehouse, In succession applies the AHP method, through constructs the comparison matrix between every two appraisal index, the comparative importance of the indexes is determined, and gets every index's weight. Then utilizes the multi-objective decision-making and comprehensive fuzzy evaluating tenders'methods, divides the appraisal result into certain ranks, gets the subjection degree through calculates each tenderer in view of each appraisal index to each appraisal rank, determined the order between the tenderers. This effectively solves the distinction of the differences between the tenderers, enhances the rationality of evaluation.
