Recently, with the quick development of economy and trade, the container transportation marketing of China is developing rapidly. Face on the good international situation, the disability problems of the container terminal is prominent, so it is important to improve the efficiency and satisfy the requests in the limited resources. Although some of the domestic container terminals, especially coastal container terminals have a large variety of advanced production facilities and on-site real-time control systems currently, port operators still face a common problem: clients (shipping companies) request port improving the large container ship handling capacity, reducing on-port time, and raising the volume of ship loading ships with the development of large ships at the same time (or advance). On the other hand, the port operators to attract ship link it, it needs to provide more competitive services and content handling efficiency, and minimize the extent of the port operation costs and enhance the competitiveness of enterprises.The resolution of this problem involves many factors. Through analysis the research background and the research in Chiwan Container Terminal, realize that in order to shorten the on-port time and improve handling efficiency, the most direct factor is improving the front loading terminal handling equipment shore bridge efficiency, and the efficient operation of trucks is the former coastal bridge piers efficient handling of the rear guarantee. Thus the number of trucks and efficient identification of suitable management plans for the truck container terminal is very necessary and very important.The article focuses on the trucks allocation and dispatching of container terminals ships loading and unloading operations. Take use of the queuing network theory to set up the trucks allocation model, and analysis the ability index including the total waste of the machine cost and utility of machine. When ship terminal operations managers formulated the plan of the number of trucks, quay crane, and yard crane, they can take into account not only the efficiency of the machinery, but also the cost to make the plan more comprehensive and scientific.The article also formulated the model of trucks dispatching in the condition of the single vessel operations. The solutions by genetic algorithms are also given. The results and applied researches show that the model can decrease the trucks' empty distances deeply, reduce the cost and improve the efficiency, without delaying the quay crane's operations.
