With the advent of the "Internet" technology era,in order to better solve the problems that China's freight market has been facing for a long time,such as high logistics costs,information asymmetry between supply and demand,low freight efficiency,and the situation of “multiple,small,scattered,chaotic”,Platform Non-Truck Operating Common Carrier(NTOCC)emerges as a result of the circumstances.As far as the development of Platform Non-Truck Operating Common Carrier is concerned,Platform,it is extremely essential to realize the intelligent carto-goods matching of the platform,and maximize the function of intelligent dispatching.Therefore,if the enterprise platform can have an intelligent operation system based on supplydemand matching,capacity resource scheduling optimization,the optimization model of the multi-point hybrid loading and unloading route,which will be of great benefit to the improvement of core competitiveness and operation development of enterprises.Thus,this paper will take the Platform Non-Truck Operating Common Carrier enterprise as the research object,and make a systematic and in-depth study on the dynamic scheduling of the platform's transport resources.Firstly,on the basis of a comprehensive study and summary of the current development status and outstanding problems of Non-Truck Operating Common Carrier and Platform NonTruck Operating Common Carrier in China,this paper makes a careful analysis of the actual operation data of the pilot enterprises of Platform Non-Truck Operating Common Carrier in China.Through analysis,we find that some "chronic diseases" of Platform Non-Truck Operating Common Carrier in the short and long development process has not been eliminated.In addition,a large number of non-full-load transport status has not been effectively improved in the transport process under the Platform Non-Truck Operating Common Carrier mode;the problems of waste of transport resources and inefficiency of transport caused by the failure to achieve a reasonable allocation of transport resources in the transport market are becoming increasingly prominent.Secondly,this paper makes a systematic analysis of the Platform Non-Truck Operating Common Carrier mode in China.Through the research and analysis,it is found that the Platform Non-Truck Operating Common Carrier who assume the role of "carrier" have particularities,which are embodied in the following aspects.As far as its transportation process is concerned,it has the characteristics of dynamic and uncertain transportation demand and capacity,and decentralization of loading and unloading areas.etc.As far as its operation mode is concerned,it has the characteristics of different profit models and unstable partnerships.Therefore,according to the characteristics described above,this paper will mainly focus on the transportation resource scheduling problem under the Platform Non-Truck Operating Common Carrier mode,and constructs a multi-objective dynamic Platform Non-Truck Operating Common Carrier with mixed loading and unloading land with time window constraints,and design corresponding two-stage algorithm according to the demand of solving the model,including static phase genetic algorithm.The method is solved with the approximate nearest neighbor search algorithm in the dynamic stage.Finally,we will select a Platform Non-Truck Operating Common Carrier pilot enterprise to verify and analysis the model.Through the validation of the actual operation data generated in the pilot operation of the enterprise,we can find that after the pilot enterprise uses the model established in this paper,the revenue of the Platform Non-Truck Operating Common Carrier increased by 5.17%,the actual carrier's transportation cost decreased by 9.23%,in addition,the revenue of actual carrier increased by 5.86%.Therefore,the model and the algorithm designed in this paper have certain validity and applicability.
