| Occupational pension system is a complementary endowment system for the enterprise employees, by itself, besides the essential endowment insurance system. This paper mainly deals with occupational pension (OP) system in Heilongjiang Electric Power Enterprises.By analyzing the present situation of endowment insurance in China, this paper gives the necessity of setting up the OP system. On the base of economics, management, employee welfare and incentive theory, it also discusses the role of trade union in OP system. It is useful to study on the development and the system construction of OP in the enterprise level. Many operation models have its features, but its problems cannot be neglected. Now DB and DC are the two main models of OP. Therefore, according to the elemental principles of OP system, Heilongjiang Electric Power Enterprises have set up the new operation program, which is designing different programs for younger and elder employee, establishing incentive mechanism, and adopting the bind fund management models among the trustee, the acc manager and the investment manager. Its main strategies are enacting the rules, perfecting the agency, normalizing the source of fund and personal acc management, setting up modernized management system, etc. And it must put forward to build up the occupational pension management council and the supervisor committee to National Electric Net Corporation regularly, adopt the trust manage model, carry out the market-oriented operation, and form the competitive performance assessment, etc.This paper analyses the reasons of the slow development of OP in China. According to the success of OP in developed countries, it points to the present statements, producing problems and reasons in Heilongjiang Electric Power Enterprises. Finally, it put forwards the new measures about how to build OP models and indemnity system in Heilongjiang Electric Power Enterprises in order to provide the reference for the government to set up laws . |
