Research On The Financing Pattern Of Local Government On Non-Profit Infrastructure Construction

The infrastructure and community project of the city not only represent its image, but also express the quality and reserve strength of the city's development. Infrastructure and public utility, as the community projects of the city, need plenty of capital investment, and yet because of the cycle length and limitation of the finance payment capability, the construction capital of the community project is in short supply badly. Usually, local government borrows from financing organization like banks to make up for gap of construction fund, yet this method cannot meet the increasing fund needs, nor add risks to government itself. Therefore, this article intensively research and find proper construction financing mode for local government.This article starts with basic theory of Financing, significantly talks about the necessity and restrict factor of infrastructure construction financing, analyses the shortage of financing mode local government often uses, introduces the project financing theory. By significantly studying on feature and operating process of the construction mode of non-profit project (PFI mode), the author analyses its guidance and adaptability towards local government financing problem, and gives out thoughts and operating examples of financing mode in central district -- Jinniu District.
