As a developing country with improving international standing, it has achieved the outstanding accomplishment of continuing and high-speed growth on national economy. The regulation of industry structure should be based on international division of labor and scanned from the 21st century's time point. Therefore, China should break through the stereotyped way of thinking-National Industry Regulation, and access to international division of labor and competition more extensively to strengthen the global economy integration.An important reason resulting in this station is only utilize domestic market, and not utilize the international market. Therefore, China will carry out some strategic adjustments of industrial structure participating in the international market. The paper analyzes both inside and outside environments of OFDI under economic globalization background. After the probing in theories of industry choice, it bring the analysis on characteristics and status of OFDI of China, further more it points out the key and direction of industry choice. The last but not the least, the author lodges the counter-measures and suggestions on the way to globalization.The paper studies the cross-border industrial transfer caused by OFDI investment. First we analyze the correlation of industrial structure with OFDI of U.S.A, Hongkong, Singapore and China with regression methodology.The paper reviews the international experience in industrial restructuring and gives some suggestions about Chinese reform of industry, hoping it will give some academic help for the government sectors in making relative policies.
