The sky-scraping of economy growth has stimulated the formation of high-tech industrial district. As new growth center of the region economy, technical industrial district itself displays a huge polarization effect, which is similar to the identical formidable gravitational field that attracts peripheral innovation resources , such as talented people and capital investment that can be acquire all over the places. Precisely based on the regular rational behavior , the technical industrial district has been required to have high efficiency and biggest increment of unit land. On the land, balancing the proportion of both the increment uses (factory and so on) and the non- increment uses (dining room and so on) is currently worth studying and discussing as an important topic. With the huge development of China's economy , the technical industrial district has also been showing multiplex development. The more and more technical districts can carry on two times , even many times develops. Since so , the personnel growth and the logistics support usually have presented two kind of conditions : 1. Increases the dining room according to the proportion of population growth, but the utilization ratio of dining room is low; 2. The construction of dining room often lag behind the grows of the personnel, which leads to lines up for waiting for a long time and forms the peak of people stream. These two kinds of conditions are all disadvantage to company's development and specific demand of technical industrial district.This article will research some special high-tech industrial district, it has many characteristics as below: many times development, quick growth of personnel, continual investments, multi-product type, huge area and many dining rooms, and so on. It is the most typical model of high-tech districts. This article will carry on the simulation through queuing theory and Anylogic simulation software to optimize, and establishes a solution of decision——"first to optimize (promotes the utilization ratio of dining room), to construct again (expands the capabilities of dining room)", which will make ROI best. The research of the article is established in the foundation of extension or rebuilds of the industrial district.
