The Analysis Of China's Foreign Trade Policy Under New Environment

The study of tools of policy is a new field in public administration. It provides a new perspective to study public policies. After the entry to WTO, China's foreign trade environment has undergone tremendous changes. The use of traditional tools of policy, such as tariff is being restricted strictly. New non-tariff policies, such as technical barriers, anti-dumping and green barriers are becoming more and more important. Thus the study on the analysis of effectiveness and trend of China's foreign trade policy is of great practical significance.By analyzing the changes of China's tools of foreign trade policy after the entry to WTO,the thesis integrates China's tools of foreign trade policy with the strategy of foreign trade and the mode of foreign trade growth.Thus it is very useful to study sustainable development of foreign trade policy.The thesis is composed of three parts:The first part is about basic theory. It introduces the concepts and characteristics of tools of policy and China's tools of foreign trade policy. Furthermore,it analyses various factors which impact the selection of China's tools of foreign trade policy.The second part expounds historical developments of China's tariff and non-tariff policies and assesses the effectiveness .It also establishes the basis for next analysis of adjustments of China's tools of foreign trade policy.The third part is about adjustments of China's tools of foreign trade policy which are helpful to transform the strategy of foreign trade and the mode of foreign trade growth.At this stage, China's foreign trade strategy and the mode of foreign trade growth had a negative impact on the exports of our products, industrial competitiveness and the sustainable development of foreign trade.This part introduces the adjustments of tools of China's foreign trade policy to transform the strategy of foreign trade and the mode of foreign trade growth.
