Since the reform and opening,we have achieved rapid development of tourism andmade brilliant achievements.The inbound tourism and domestic tourism development has ledto the development of the national economy.Not only provide funding support for economicdevelopment but also stimulate domestic demand and expand consumption.At the same time,tourism also brought the national welfare.The fast pace of life and work in this modernsociety has made people need to travel out of local to relax.While the development of tourismis relevant with the policy which is made by the tourism department of government in China.The development of tourism in China can be roughly divided into three stages: the stageof inbound tourism, domestic tourism and outbound tourism.In the three stages, the policyobjectives of tourism policies are slightly different. Therefore, the focus of policyimplementation also each have emphasize on.Specifically, we used the mandatory policytools, voluntary and mixed policy tools in different stages.Through careful analysis we canfind that the government is focused on the use of different policy instruments in differentstages of tourism development.By analyzing the related travel policy which made by the government in different stagesand the statistics over the years of tourism in China, we find that, tourism policy has played avital role in the process of tourism development.The different policy implementation effect isoften depends on the choice of policy instruments.The relationship between tourism policyand market in China is quite different from the western countries, the reason is that theestablishment of the socialist market economy in our country are later than the travel policy.Therefore, the relationship between tourism policy and market-oriented economy andpositioning is still not very clear...
