The gap of original wealth base between rich and poor determines that no matter what social security modes we choose, if we do not touch the original wealth base, will not finally solve the problem of polarization of rich and poor.Generally speaking, the gap between rich and poor comes from the incomes gap, and the income gap produced by the uneven distribution in the original distribution process. In the other words, it is a problem of the route of fortune collection which occurs in the original distribution region. From analyzing the income and wealth distribution process of our country, especially the history of the development of the gap of rich and poor, can easily find that the gap between rich and poor has been growing with the development of our society. For the non-standardized wealth distribution, the polarization of rich and poor in our country has been historically enlarged.Furthermore, the gap of rich and poor, in our country, is now in a uncontrollable situation, since an effective policy power is not formed to reduce the gap of two poles. Fundamentally, the key problem is the distribution condition of the whole national income. Therefore, if the aim,"increase the income of low-income people, enlarge the number of middle-income people, and regulate the income of rich", want to come true, the fortune distribution process should be standardized, at the same time, through legislation and the strictly execution of the law to maintain the social order. Improving the corresponding law, changing the interest relationship between rich and poor, standardizing the wealth distribution, and reinforcing the effect of second distribution in our social live have became a necessarily choice.
