Research On The Supply Of The Science And Technology Resources In Rural Areas Of China

China is a large agricultural country; the issues of"Farmers, Rural Areas and Agriculture Production"have been emphasized as the most important ones by the government. As the basis of all these issues, agriculture production is also the basis of the national economy. Agriculture production does determine the development speed and stamina of a country's economy. Our country is faced with the pressure and challenges of shortage of resources, population growth and the needs of the market economy. We have to promote the technological progress, replace the visible resources with invisible ones, and breach the limits of hardware elements by the soft elements, because only in this way, can we promote the rural economic growth effectively and solve all these problems above.Considering the practice of the supply of the science and technology resources in rural areas of China and also the academic theory, this article summarizes and analyzes the problems which exist in the resource supply process. Using the experiences and lessons of developed countries as reference, author of this paper gives some advice on making the policies and measures of the supply of the science and technology resources in rural areas of China.This paper includes the following four parts:Part I: the supply of the science and technology resources is generally explained. Firstly, the concepts of resources, science and technology resources, the supply of rural science and technology resources are defined. Secondly, on the basis of Marxism theory in the field of science and technology, the relationship of science & technology resources and the production is discussed. At last, some academic views on the relationship between economy increase and the science & technology resources are explained. That the development of rural economy should not rely on the land any more, we should pay attention to the science and technology, depend on the effective supply of resources, and then realize the increase of agricultural production and agricultural modernization.Part II: The general situation of supply of science and technology resources in the rural areas of China is expounded. The status quo of China indicates that the rural science and technology resources are with low utilization, and the supply of science and technology resources is affected by many problems just like insufficient investment in science and technology in rural areas, undeveloped physical infrastructure, limited acceptance capacity of farmers and nonstandard agricultural technology market.Part III: The supply of science and technology resources in foreign countries is introduced. Taking the United States, Japan, and France for example, author gains some valuable experiences and analyzes the related situation in China. This article tells that we have to improve the education in rural areas and enhance the cultural qualities of laborers, increase the financial investment to agriculture, improve the policy guarantees and broaden the applying field of agricultural science and technology achievement. Part IV: According to the problems exist in the supply process of science and technology resources of China, author makes some suggestions. First of all, we should resolutely implement the "developing agriculture through science and education" strategy. Secondly, we must comprehensively improve the quality of agricultural laborers. Thirdly, we have to strengthen the rural infrastructure construction in order to lay foundation for the effective supply of science and technology. Finally, we need to establish and improve rural technology markets, and enhance the rural conversion rate of science and technology resources.
