With the rapid development of the Internet, E-Business emerges and changed the past commerce running ideas. And now, the operation of commerce becomes more convenient and fast. In the developing process of the E-Business, there is a new E-Business mode, namely custom to custom E-Business(C2C). When more and more Internet users enjoy the Internet services, they will also be thinking in-depth, and meanwhile the superficial concern of the process of trade and pages has been replaced by more rational and practical evaluation. The obstructive factors which can influence future C2C market transactions scale include that the credit system is imperfect, business model is not yet proven, mainstream manufacturers withdraw from the market, and so on. Credit issues which impact on e-commerce have been an important factor in the development of the market. The whole society's concerns on the negative impact of credit issue reduce the awareness of e-commerce on the one hand, and reveal some problems objectively on the other hand. Therefore, C2C platform need to invest resources on confirming the seller's information and building credit evaluation system. Imperfect credit system will constrain the consumption of users in the Internet platform. In this thesis, Chapter I expatiates the research background, significance, the status quo home and abroad, and the research methods and ideas.Chapter II introduces the relevant concepts including the definition of e-commerce, credit, credit control mode of e-commerce, and the brief introduction of the problems in former study in this field, the further research direction in future at last.Chapter III analyzes the C2C e-commerce transactions credit model, such as the process, the function as well as the characteristics. Suppliers of the electronic trading platform play an important role. The third party payment platform is the core of the network transaction security, buyer will be money into the account of a third party provided by Taobao in the transaction, and makes the payment to the sellers after confirming the receipt of the goods. The third-party payment platform is a neutral third party to fully protect the interests of buyers and sellers and the safety of money.C2C network guard the qualification of the sellers strictly, so that their identities can be traced. And in order to protect the interests of both sides of transaction, C2C website platform requests both sides offer their identity and personal information, such as identity cards and bank account information. Because our government has no specialized third-party certification institution, the identity authentication usually is made by the website or its affiliated company. "Credit evaluation" is evaluated by each other after a transaction which is through a third party payment platform, made up with the evaluation content and the degree of credibility, which can not be amended. To the buyer or seller of C2C network, these comments and ratings of credit are important measure indicators, which are preserved in the user's profile.Chapter IV mainly talks about the problems and improvements of the C2C e-commerce control mode. The author selects the eBay, Taobao, patted three network C2C e-commerce sites which possess more than 90% of China's C2C website transactions share, find out several major issues such as too simple authentication, imperfect credit appraisal system, product quality and safety issues through studying and analyzing buyers transactions feedback and then put forward some advices for improvement.To address the above problem, this paper makes the following recommendations for improvement:The third-party credit identity authentication should be made by the authority of state institutions. It should establish a personal credit system, a third-party credit agency and e-commerce certification institution. On the identity of the buyers and sellers is implemented strict verification to reduce fraudulent transactions, and the establishment a personal identity check and confirm systems. It mainly includes the two aspects of individual identity verification system and portraits contrast system, in which the former is reconfirmation of collecting information. On the one hand, C2C website should use existing "national citizenship number enquiry service centers" for the users' ID card information; on the other hand, C2C website should develop and apply portraits contrast system, comparing with the acquisition of users' video images, personal information to make a final confirmation, for the security of transactions.As the problem of credit evaluation, the evaluation system can be set up by both number credit and the amount credit, and the source of credit should be scarcer, so that businessman will treasure their credit more.The personal credit rating system of e-commerce transactions is established on the basis of personal credit information data (personal credit file), in accordance with different purpose and the use of design and development of the corresponding score indicator system and the personal credit score model, the personal credit information dealing with raw data to quantify the personal commitment to the economic capacity to conduct a comprehensive assessment and judge. Personal credit rating system is cored by the information and data centre in a personal credit file, according to information collected will be a standard format departments collected personal information, including real-name system for individual identity and credit information of both sides of on-line transactions, the personal credit information recorded by the administrative departments, the data files generated by the personal credit information recorded by the public utilities department, transfer to the system database, through the system software validation, verification, then load data into the database host. Through personal credit score algorithm for data analysis and processing, according to design the model score calculated assessment of the target credit rating. According to users through the computer network set user privileges, from the data center to obtain the relevant credit information.Chapter V is the conclusion and follow-up recommendations. In this thesis ,firstly, with survey methodology, the author investigates the domestic third-party providers eBay,Taobao and patted which have a large share in C2C e-commerce transaction, researches the mass problems and consumers feedback in the process of C2C e-commerce transactions; Secondly, using systems analysis, the author analyzes the C2C e-commerce transactions credit control mode, identifies the factors restricting the development and proposes modified proposals which have certain reference value for enhancing the credit control level in C2C auction.
