China's real estate industry takes a very important part in the national economy. The smooth development of the real estate industry has become a major event in the overall economic situation ,it is very significant. However, the sustain, healthy and rapid development of real estate industry depends on the benign operation of the relevant government departments as well as the management and control. Besides, the establishment of a sound real estate market and its role in normal play, to a certain extent, depend on the government's control and management in a effective way. China's increasing house prices in some central cities have aroused certain public panic, widespread social discussion and government's attention. A series of measures, such as monetary, tax and land policy, have been adopted to curb the surging prices for the purposes of harmonious social development. However, this effort seems no effective. The paper attempts to analyse the problems that exist in the tax practice of real estate, and offers some simple suggestions. It has great practical significance in China's current economic development of the national economy. Particularly in the real estate areas of the national economy, this study has a theoretical and practical value for the Chinese government to do a good job of management and control in the real estate tax reform.This paper based on China's national economy and real estate economic development status, on the basis of analyzing the problems and shortcomings that exist in the real estate tax system, and then did the corresponding normative and empirical analysis, and proposed a number of concrete measures and proposals. The paper can be summarized in three large parts. The first part is the analysis of the status quo, reasons and exisiting problems of China's real estate. The second part is finding out the unreasonable parts by comparing the real estate tax system of China to the major western countries. The third part proposed reforms and optimization recommendations in view of the unreasonable part of China's real estate tax system. Then it come to the following conclusions: the development of the current real estate tax system need to be adjusted by taxing a housing area differential tax, property tax, idle land tax and the vacant housing tax, establishing a standardized assessment of the real estate tax collection system and strengthening management, to standardize industry revenue, make China's real estate industry continued to grow and develop.
