Network technique that appears in the 1950's is a kind of scientific administration and decision method. Regarding the fact that Modern science and technology is developing by leaps and bounds and scale of social production expands gradually, network technology method have already gradually permeated into all walks of life including civil and national defense. With the extreme elevation of modernization and socialization level of production and operation activities, adding the accuracy requirement of project, conditions of administration and decision in which a great quantity of systems interacting each other exist is increasingly complicated. Administration and decision is more and more at risk. How to forecast risk in advance and afterwards take effective measures is a wise move. In the process of development of network technology, CPM, PERT, GERT and VERT are four representative network analysis methods.This paper studies stochastic networking evaluation technique developing from VERT. The stochastic networking evaluation technique is the comparatively all-round network planning technique till now. The stochastic networking evaluation technique is an effective scientific method with three independent decision-making parameters—time, cost and performance, based on stochastic network and computer simulation, successful application of concerning knowledge of probability theory and mathematical statistics, control theory and managerial science, a supplement to management, decision-making, program evaluation and risk analysis. The stochastic networking evaluation technique can be used to ascertain risk of project scheme and required investment amounts in the future, and then project, plan and system that would be in progress can be roundly estimated to provide bases for scientific management and the risk decision-making thereby. This paper starts from the content of network technology, then sums up the development process of stochastic networking model and studies the characteristics of various network structures seen as the basis of improvement that the structure and function of stochastic networking model. After comparison and analysis, I have some insight and understandings, also introduce related content of networking technology. This paper emphasizes on the stochastic networking evaluation technique, the networking logic structures of which are in detail described, and also gives opinion and improvement measures on stochastic networking evaluation technique. Finally actual application of the stochastic networking evaluation technique is demonstrated in car technological transformation and VERT software is used to simulate, embodying its effect in the field of administration and decision-making.
