Those years, China commercial residential building has been thriving with the rapid and substantial economy development and gradual reform of housing. As a result, all enterprises on the value chain of real estate industry get flourish achievement and development. Some real estate underwriting enterprise as a branch of sale section of the value chain are populating on the basis of their operation model which has high risk and high return. But the question is that can such enterprise survive in the market or development substantially with their speculative operation model and what is their future and prospect?The paper perspective Chinese real estate industry from the discipline of foreign real estate industry, and research the strategy on real estate underwriting enterprise which combine with the feature of real estate underwriting.In the present study, 7s of McKinsey, FORCE of Porter and value chain strategy models were compared. We presume that these models lay particular emphasis on the influence on strategy from the business or external environment. However, many key factors during the development of business strategy were ignored. Therefore, global viewpoint might not be acquired successfully. The author posses some work experience of corporation counseling and participate to enact a few corporations' strategy. On the basis of theory and practice, the present study constructs a complete new strategy analysis model - ECIRM. After researching the enterprisers, capital, industry, resource and manage of company A, the strategy idea was caught in the end. The real estate underwriting enterprises take huge risk and operate based upon their should attach great importance on their capabilities of panning and finance in addition to the overall control for the projects. What is more, those enterprises should also expand their business constantly, the cooperation between real estate and those enterprises should be based on the long term reciprocal strategy and controlling shares other than the project.
