Study Of Controlling To Construction Projects's Collusion Dissipation Costs Under The Condition Of Asymmetric Information

The collusion theory which built on the the basis of request-proxy theory arised from 1980s, mainly studys about the impact of request-proxy operating efficiency and preventive methods while the main agents collusion together.At present, in the field of construction, collusion theory's researches mainly concentrated in the bidding stage, very little concern the follow-up stage of construction.The paper will introduce collusion theories to the implementation phase of construction. completed the following research work:Analysised the reflection of asymmetric information among all parties and stages of construction.using a mathematical model to analysis the relationship between the costs and the revenues of reducing information asymmetry, obtained that asymmetric information must be controlled in certain region while you want to gain more revenues than costs.Proposed a new concept as collusion dissipation costs in construction projects and gived the definition.Through investigation and analysis,summarized several basic types of collusion dissipation costs and fitted the relationship function between collusion dissipation costs and final cost of project,which can basically consistent with the survey data.Made in-depth research on collusion dissipation costs's production mechanism and obtained the general rules of it,the rules was proofesd to be possible comparing with survey results;Made game analysis of collusion dissipation between all parties of projects,and find the controlling entry points of collusion dissipation costs,which provided theoretical basis for collusion dissipation costs's controlling methods.Proposed a collusion dissipation costs's controlling model as UCI+IT which comes from comprehensive use of utilization management theory, chaos management theory and integration management theory,and descriped the appling of UCI + IT management in a engineering example.
