The Second China Sample Survey on Disability (2006) shows that there are only 36.8% urban disabled persons have basic medical insurance. In 2007, the State Council decided to launch the pilot urban resident basic medical insurance, and the population with disability is one of the most important target groups. Knowing the condition of basic medical insurance of urban disabled persons would help the government's decision-making and administration on social security.Based on the data of the Second China Sample Survey on Disability and the data of Inspecting Survey on Disability (2006 - 2007), this study analyzes the basic medical insurance condition of urban disabled persons and its determinants by statistical methods.The results show that in working age group, disabled persons who are younger, less educated, single, disabled before 18 years old, no work and lower income are more likely to be lack of basic medical insurance. In retired age group, disabled persons who are female, elder, less education, single, lower ability of social participation and lower income are more likely to be lack of basic medical insurance.This study indicates that most of urban disabled persons need to be covered by basic medical insurance. It also suggests that during the implementation of the pilot urban resident basic medical insurance, the government needs to consider the characteristics of disability, to build feasible environment, and to provide accessible service for disabled persons.
