Study On The Strategy Development Of Circular Economy Of Petrochemical Enterprises In China Under The Restriction Condition Of Resources And Environment

Currently, the shortage of resources and environmental pollution have become the bottleneck which restricts the sustainable development of economy and society of China. petrochemical enterprises play the prop function in our national economy, however, under the traditional development mode, petrochemical enterprises are also well-konwn for high energy consumption, vast pollution and large amount of discharge. The development of petrochemical enterprises in China is facing serious restriction in resources and environment. Therefore, petrochemical enterprises become the focus of China industry circular economy.In the way of strategic research, the author collects data and information from consulting materials and industry information of petrochemical enterprises. The author also grasps plenty of information in the interviews with the industrial experts. With the model of SWOT, the author analyzes the fundamental state of external and internal conditions to develop circular economy for petrochemical enterprises in China, furthermore, induces the strategy frame of developing circular economy. In the way of Empirical study, the author analyzes a case of developing circular economy successfully in petrochemical industry, and provides reality basis for petrochemical enterprises' development strategy in future.At first, this paper analyses the current situation of China petrochemical industry from the aspects of natural resources restriction, environmental capacity, government policies, laws and regulations, supervision services, technical equipment, industrial characters, management mechanism , scale and layout , capital and practice of circular economy. Then, the paper summarizes the achievement of developing circular economy, and points out both superiority and inferiority. Furthermore, bases on theory and reality, the paper constructs strategy frame for developing circular economy including strategy mentality, strategy principles, strategy objects, strategy patterns, key strategy points and strategy protection measures, and coordinates the energy saving and consumption reduction from the input terminal (enterprises), the substitution project for petroleum, the reproduced business, the recycle business and logistics business as the key strategy points, so the paper makes the strategy plan for developing circular economy in China petrochemical enterprises systematically. Finally, with the case study on developing circular economy in Beijing Fangshan petrochemical industry, the paper discovers the sufficiency and insufficiency of the circular economy practice of petrochemical enterprises, and provides the reference for other enterprises in future.The research of the paper indicates that although some successful experience has been acquired in China petrochemical enterprises, there are still plenty of problems needed to be solved during the transition from traditional production mode to circular economy. It's based on the practical situation of China petrochemical enterprises and related foreign experience, the author formulates strategy patterns of circular economy development from enterprise-industry-society three levels, moreover, find out key strategy points of the circular economy development of China petrochemical enterprises. Considering the increasing restriction in resources and environment, strategy patterns and key strategy points are direct to the development of petrochemical enterprise in China which can deal with the problems in different aspects of circular economy. In a word, the advices will be effective in practice.
