Leading to environment problems occurred frequently and unexpectedly, such as dust, smog, climate warming, etc. Environmental deterioration has threat the survival environment of human beings seriously. Environment problems has rising up to the level relative to sustainable development of human beings. Government need to take actions changing people’s life style and production mode of enterprises, by guiding or enforcing. Especially the heavy polluting enterprises like petrochemical enterprises, paper enterprises, printing enterprises. In the1960s, an American economist puts forward the concept of "circular economy". Since then, many scholar circular developing and deepening this concept continuously, and circular economy has generalized and implemented in many developed countries to improve their ecological environment, realize the efficient use of natural resources. It has gained certain achievements.China’s economy grows rapidly and steadily after reform and open policy carried out, but in a extensive growing way which at the expense of wasting resource and destroying environment. Therefore, Chinese people enjoying the increasingly rich material and spiritual life, suffering the bitter fruit of environment deterioration at the same time. Our economy still at the stage of heave industry, high energy consumption industry accounts for a high proportion. The concept of circular economy has been introduced at the end of1990s in China. After that, Chinese people gradually understand and accept circular economy is the only way to implementing science development view, adjusting economic structure and transforming the production mode of enterprise. Because circular economy able to achieve the material cycle of resource translate to product, then to renewable resources. Petrochemical enterprises as the first batch of pilot demonstration enterprise, is on the way of exploring how circular economy can be implemented, in order to reducing the natural resource consumption and enlarging the degree the recycling, processing and re-use of by-products and waste.In the perspective of value chain, discussing the concept, component factor and operation mechanism of value chain for petrochemical enterprises. Comparing it with existing value chain in petrochemical enterprises, can help managers to realize the problems of their existing production mode, organization structure and the enterprise’s future direction. And help managers assessing the environmental benefits of implementing circular economy at the same time. Optimization of petrochemical enterprise value chain is based on rethinking the value-added activities and the inner link between value-added activities in order to achieve lower input, higher output and less pollution during the production. Through extending and networking the value chain, form a closed cycle regarding to value flow, cash flow, material flow and information flow. While will help enterprise meet3R principle, forming the competitive advantage and realize the enterprise value appreciation concurrently. For large scale petrochemical enterprise value chain cycle can be divided into group based outer circulation and secondary company based inner circulation, while small and medium-sized petrochemical enterprises value chain cycle is equivalent to secondary company based inner circulation.At present, the research and the practice on petrochemical enterprise value chain under circular economy is still a vacancy. This paper on account of our national conditions, analysis the influence of circular economy on value chain from the aspects of enterprise organization structure, production process, cost management, market and stakeholder perspective, after draw lessons from experience of foreign country on how to implement circular economy and optimizing the enterprise value chain. And make a deeper research on what problems petrochemical enterprise value chain have and how to optimizing. These researches provide direction on how circular economy implemented and realized in petrochemical enterprise.In this paper, the first chapter systematically described the concept of petrochemical enterprises value chain, the concept of petrochemical enterprises value chain under the circular economy and its function, including its connotations and component factor. It also introduced the theoretical basis of optimization of petrochemical enterprises value chain under circular economy and operation mechanism of petrochemical enterprises value chain under circular economy. The second chapter discussed problems of petrochemical enterprises value chain and causes, based on the difference between existing value chain and values chain under circular economy. The third chapter introduced the mature experience of how American petrochemical enterprise implementing circular economy and enlightenment we achieved. The fourth chapter clarified the countermeasure of optimizing petrochemical enterprises value chain under the circular economy, through improve laws and regulations, promoting circular economy concept, establishing pilot demonstration enterprises and so on. The last chapter concluded that implementing circular economy is the only way to realize lower input, higher output and less pollution during the enterprise production. Optimizing value chain will help to promoting petrochemical enterprise’s transformation process. And thorough national policies, laws and regulations is a foundation for petrochemical enterprise to implementing circular economy. |
