Transfer Payment result from a concept in the Economics and Public Finance, which means "Transfer" and "Transfer the accounts", as the professional term in Public Finance, Transfer Payment include specific meanings. Originally, Transfer Payment doesn't exist in the traditional Socialistic Public Finance, along with the establishment and improvement of Socialistic Market Economics Theory, the concept of Transfer Payment is entered to China socialistic public finance.China transfer payment system is the important measure to achieve the fair of public services in current tax system, after the government takes the tax separate system reform in 1994, the central government transfer part of tax revenue to the local government according to a fixed quantity. The revenue transfer includes value-added tax, consumption tax and income tax. Currently, China transfer payment mainly includes fiscal transfer payment and special transfer payment.However, our transfer payment is not quite effective in the fair of public service; there are still some problems in the transfer payment system, for instance, the right of each government is not clear; the transfer payment system is lack of reliable evidence; the method of transfer payment is not standardized, the practice of transfer payment exist randomly factor, the lack of strong law system to support transfer payment and other problems.Therefore, we should take some measures to improve China transfer payment system, for instance, enlarge the scale of transfer payment; Strengthen the transfer payment's law, clarify the rights of the central and local government, perfect the transfer payment system of below-province government, enhance the management of transfer payment, continue researching the new transfer payment methods and other measures.
