Research On The Public Finance Transfer Payment To The Equalization Of Basic Public Services Oriented Countermeasures

Since the reform and opening, China has made remarkable socio-economic achievements. At the same time, between regions, between urban and rural areas, the gap of public services is growing, which will definitely go against both China’s building of harmonious socialist society and sustainable economic growth. The establishment of universal basic public service system and achieving equalization of basic public services are China’s long-term goals of reform and development, as well as the long-term orientation of public finance reform.This paper attempts to reveal the internal relations of equalization of public services and transfer payments system. combined with China’s current situation of non-equalization of public services, and the conclusion of China’s fiscal transfer payment since the implementation of successful experiences and the problems encountered in a bottleneck hindering the same time, and western developed countries, fiscal transfer payment system established by the history and lessons to be explored and analyzed, compared to China in the era of social transition, background characteristics, essence, to its dross, this paper is to explore suitable target path for China’s fiscal transfer payment system and equalization of public services.Oriented by promoting equalization of basic public services, improving China’s financial transfer payment system, promoting the reform of the financial transfer payment system, the principle of transfer payments must be clear, the implementation of supporting measures must be strengthen. Realizing equalization of public services and enhancing the effectiveness and sustainability of public service systems through financial transfer payment system reform are urgent. Specifically, we need clear standards and tasks of the equalization of public services; to promote equalization of public services between different regions, urban and rural areas, different social groups; to keep public service as an important basis for the allocation of government financial authority; through the legislation of transfer payment, to ensure the orientation of public services equalization; to provide adequate for regional equalization of public services; to optimize the capital structure in order to enhance the central government’s function in equalization of transfer payments; to enhance the fairness and scientific nature in allocating transfer payments; to strengthen supervision on transfer payments in order to enhance the efficiency; to promote the "province governs county directly" reform to improve the primary government’s public service capability.
